Economic restructuring in a positive direction

Mr. Vu Van Cap, Chairman of the People's Committee of Gia Loc district, said: Along with the strength in agriculture, Gia Loc identifies the promotion of economic restructuring towards increasing the proportion of industry, construction and services rapidly; mobilizing all resources, exploiting potentials, promoting socio-economic development, improving people's lives.

After more than 3 years of implementing the Resolution of the XXVI District Party Congress for the term 2020 - 2025, the district's economy has grown pretty well and stably, achieving the set goals. The economic structure continued to shift positively towards reducing the proportion of agriculture, fisheries, increasing the proportion of industry, small industry, construction - services. The labor structure in the sectors: Agriculture, fisheries - Industry, small industry, construction - services shifted from 24.8% - 48.1% - 27.1% in 2020 to 24.2% - 48.4% - 27.3% in 2023 (the target is 23.3% - 48.9% - 27.8%). Gia Loc has been recognized by the Prime Minister as a standard new rural area in 2019.

In agriculture, the district promotes the implementation of the structure in parallel with the renewal of the method of organization of production. The whole district has 64 areas, with a total area of 925ha being produced in a safety direction, including 37 stable areas being maintained with an area of 565ha, including 15 production areas according to VietGap process; 01 production area according to the standard of GlobalGap qualified for export. High-quality rice areas, specialized vegetable planting areas bring high value, the average rice productivity stands at the top of the province. The production value of raising, aquaculture (until 2023) is 672,459 million VND.

The production value of industry, small industry, construction increased by an average of 16.3%/year (the goal is to increase by 10.8%/year). Some high growth industries such as: Garment, embroidery, leather shoes, agricultural, forestry product processing,. The district has organized the announcement and public disclosure of the Detailed Construction Plan of Gia Loc Industrial Zone, Gia Loc district; land clearance for Gia Loc Industrial Zone; basically completing compensation and support.

From 2021 to 2023, 39 projects have been started with the district as the investor. Focusing on land clearance for projects, projects: South Hai Duong urban area project (Phase 2), residential area No. 3, Yen Kieu commune, new resident area in Yen Kieu commune, Dong Quang - Duc Xuong commune, residential area No. 1 (phase 2) in Quang Minh commune and Gia Loc Industrial Park.

In addition, the trade and service sectors are developing well, with service value increasing by an average of 10.8%/year (The Congress goal of 10.3%/year). Some sectors grew well such as: Activites related to asset business and consulting services; trade, repair of cars, motorcycles; transport, warehouse information contact; finance credit,…

Socio-cultural activities continue to maintain and develop, national defense security is well maintained.

Strengthening Investment Attraction

Besides fast and sustainable economic growth, in the period 2020 - 2025, Gia Loc district aims to plan economic - social infrastructure towards reaching the criteria of type IV urban. Where Gia Loc town - type IV urban is the center and type V urban areas are planned. Striving to build Gia Loc into one of the economic centers of Hai Duong province.

To achieve this goal, the district determines that mobilization and investment attraction from various capital sources play an especially important role. In agriculture, Gia Loc encourages and attracts enterprises, investors, and economic components to join in the production process, processing, preservation, and consumption of agricultural products. Linking production with the market through cooperative models, particularly the link between farmers and businesses.

In the industrial sector, priority is given to projects with high technology content, clean technology, and competitive industrial products and supporting industries. Encouraging attracting enterprises of all economic components to invest in the field of industrial development - small industry, and rural service, craft villages, using local labor.

Besides, promoting investment attraction to develop service types, especially investing in building supermarkets, restaurants, hotels, entertainment areas; high-quality services such as: Technology - information, telecommunications, healthcare, education - training,... Enhancing linkage and encouraging organizations and economic components to participate in economic service development.

Accompanying enterprises and investors, the district will promote administrative reform, strengthen the construction of e-government, digital government. Focusing on building technical infrastructure and social infrastructure in modern and synchronous manner. Improving the efficiency of using investment capital sources, avoiding loss and waste. Speeding up the construction progress of basic construction works; especially key projects.

Ensuring an equal and safe business environment. Publicity and transparency of financial mechanism, land, credit policy for the private economic sector to access capital, land timely, effectively according to market mechanism. Implementing well the constructive role of state agencies for business development. Encouraging creative startups; creating conditions for the private economic sector to participate in providing public services.

Along with, well implementing compensation, site clearance ensuring publicity, transparency. Currently, the district has finished implementing the general construction planning of 17 rural communes, completed the urban arrangement of Gia Loc town; completed the plan to adjust the construction planning of the region district to 2030, vision to 2050 and adjust the land use planning for the period 2021 - 2030. Through this, ready to create clean grounds, for investors to easily approach.
