The contractor is focusing on building the infrastructure of Gia Loc Industrial Park Phase 1

Step by step to remove difficulties

Taking us to visit Gia Loc Industrial Park, a representative of the investor, Nam Quang Infrastructure Investment and Development Joint Stock Company, said that the construction unit is concentrating manpower and machinery to speed up ground leveling, construction of roads, water supply and drainage systems, planting trees, and preparing to build a wastewater treatment plant... on an area of nearly 100 hectares that has been handed over. Previously, in December 2023, the contractor completed the construction of the intersection of Gia Loc Industrial Park with the North-South axis road. This is also the main road for transporting materials, machinery, and equipment for technical infrastructure construction of the industrial park.

 

A representative of Nam Quang Infrastructure Investment and Development Joint Stock Company said: "Since November 2023, when we were granted the construction permit until now, the contractor has had only 8 months of field construction. During this process, the contractor faced some difficulties regarding sand supply for ground leveling, so the progress did not meet the investor's expectations."
In addition, the industrial park still has some land clearance issues. According to Ms. Nguyen Thi Thuy Hang, Deputy Head of the Provincial Industrial Park Management Board, compared to many other industrial parks, Gia Loc Industrial Park has a fast land clearance progress with few obstacles. Currently, only 2,389 square meters of agricultural land allocated under Resolution 03 from 5 families in Hoang Dieu commune have not been handed over due to improper transfer, land violations. Of this area, 384 square meters are planned for industrial land, the rest for green space. Additionally, there are 11 graves with owners in Gia Loc town and Hoang Dieu commune that have not been relocated as the owners have not agreed.
Gia Loc district has also completed the plan and proposed that Hai Duong Electricity One Member Limited Liability Company relocate the 35 kV power line out of the industrial park area. Mr. Le Dinh Dung, Head of the Natural Resources and Environment Department of Gia Loc district, said the area not yet cleared is in the second phase of the project and not much remains. To complete the land clearance and hand it over to the investor, Gia Loc district has completed the documents and is implementing the compulsory land acquisition for the remaining 2,389 square meters of agricultural land according to legal procedures. The Land Clearance Compensation Council continues to persuade families with graves to agree to relocate. If these families do not agree, the district will propose that the Provincial People's Committee adjust the planning for the area with graves.
Striving to ensure progress

The investment project for the construction and business of infrastructure of Gia Loc Industrial Park was approved by the Prime Minister in Decision No. 409/QD-TTg dated March 22, 2021, with a scale of 198 hectares, located in the communes of Hong Hung, Toan Thang, Hoang Dieu, and Gia Loc town, with a total investment capital of VND 2,062.5 billion, and an operational term of 50 years. The industrial park aims to attract industries such as mechanical engineering, electronics assembly, medical equipment, logistics, and other clean industries that do not cause environmental pollution.
On February 16, 2023, the Provincial People's Committee issued Decision 224/QD-UBND allowing Nam Quang Infrastructure Investment and Development Joint Stock Company to lease the land. On November 20, 2023, the Provincial Industrial Park Management Board issued a construction permit allowing the investor to build technical infrastructure works on the area for which a land use right certificate had been issued (98.81 hectares). The implementation progress is within 12 months from the date of issuance of the construction permit.
With the current construction progress, the investor affirms that the construction progress is not delayed and the enterprise strives to complete the infrastructure of phase 1 by the end of the fourth quarter of 2024 to attract secondary investors in accordance with the construction permit issued by the Provincial Industrial Park Management Board.
Ms. Nguyen Thi Thuy Hang, Deputy Head of the Provincial Industrial Park Management Board, said: "With the advantages that Gia Loc Industrial Park has, we hope that many investors will be interested and soon fill up the area to create many jobs for workers and increase local budget revenue."
This is also the desire of local leaders. Talking to a reporter from Hai Duong Newspaper, comrade Dang Xuan Thuong, Secretary of Gia Loc District Party Committee, shared: "The industry in Gia Loc district has just begun to develop. Currently, there are only small and medium-sized enterprises in the district."

According to our research, Nam Quang Industrial Park Infrastructure Investment and Business Joint Stock Company has experience and capacity in building industrial park infrastructure. With the current infrastructure construction progress, if no complex issues arise, we believe that Nam Quang investors will complete the infrastructure construction on schedule. This is also the expectation of Gia Loc district and Hai Duong province.
